Section 139, cont. – All District / All State Selection

Athletic By-Laws
Sections 130-198

  1. All District Teams TAPPS recognizes All District and All State teams as determined by committees in the following team activities:
    • By Position
      • Football
      • Soccer
    • Not by Position
      • Baseball
      • Basketball
      • Softball
      • Volleyball
    • Follow guidelines listed in Section 139.G (no additional players will be recognized)
  2. All State Teams TAPPS recognizes All State Teams in the following activities as determined by order of finish in state competitions as outlined in the individual activity information:
    • Cross Country
      • First Team only (top ten runners)
    • Golf
      • First Team only (top ten finishers)
    • Swim
      • First Team – state champion
      • Second Team – state runner up
      • Honorable Mention – state bronze medal winner
    • Tennis
      • First Team – state champion
      • Second Team – state runner up
      • Honorable Mention – state bronze medal winners
    • Track and Field
      • First Team – state champion
      • Second Team – state runner up
      • Honorable Mention – state bronze medal winner
    • Wrestling
      • First Team – state champion
      • Second Team – state runner up
      • Honorable Mention – state bronze medal winner
  3. All District Organization
    • Each school shall be represented at the All District Selection meeting
    • Each school shall rank their players for consideration
    • Each school shall have only one vote towards All District Selection
    • Each school shall present student information for consideration
      • Statistics
      • Other information
    • Each District shall determine the number of players to be represented on
      • First Team
      • Second Team
      • Honorable Mention
      • If more than the number of players is greater than All State teams
        1. Additional names should be presented for inclusion in posting of the teams on the TAPPS website
        2. Only the number of players on the All State First team shall be considered at the All State Meetings
    • Superlatives
      • Districts may determine superlatives (Offensive Player of the Year, etc)
      • Superlative winners should be determined after the initial ranking of the All District Teams
      • Superlatives winner must also be ranked for All State Consideration
  4. All District Selection Process
    • The top ranked player from each school shall be placed in consideration for the All District Team
    • The committee shall vote to determine the number one player in the District.
    • The number two player from that school will now be elevated for consideration with the remaining top ranked players from the other schools.
    • The committee shall vote to determine the number two player in the District.
    • The next player from that school will be elevated to be considered with the remaining player pool.
    • The committee shall vote to determine the number three player in the District.
    • The process shall continue in this manner until the All District Teams are complete.
    • Districts should review the First Team All District rankings in respect to the All State meetings to insure that the player rankings will best serve the district when All State team are selected.
    • Districts should not predetermine player rankings based on the order of team finish in the district. (ie. District champion receives first two places, runner up next two places, etc.)
  5. District President shall
    • Compile All District Rankings
    • Complete the TAPPS All District selection process on TAPPSter
  6. All State Organization
    • Each DISTRICT First Team shall be represented at the All STATE Selection meeting
    • The meeting Chair shall be determined in the following order if present at the All State Meeting.
      • State Champion
      • State Runner Up
      • Final Four Participant
    • Each DISTRICT shall present their players as ranked on the All District Form for consideration
    • Each DISTRICT shall have only one vote towards All STATE Selection
    • Each DISTRICT shall present student information for consideration

      • Other information
    • Each All State Committee shall determine the

      • Second Team
      • Honorable Mention
    • Superlatives
      • All State Committees shall not determine Superlatives
  7. All State Teams
    • No additional players will be recognized

          • 2 Running Backs
          • 1 Spread Back
          • 1 Utility Back
          • 1 Kicker
          • 1 Specialty Team Player
          • 1 Offensive Lineman
        2. Defense
          • 3 Linemen
          • 3 Linebackers
          • 4 Defensive Backs
          • 1 Punter
        3. Football (11 Man)
          • Offense
            1. 5 Linemen
            2. 4 Backs
            3. 4 Receivers
            4. 1 Tight End
            5. 1 Quarterback
            6. 1 Kicker
            7. Athlete
          • Defense
            1. 5 Linemen
            2. 5 Linebackers
            3. 5 Secondary
            4. 1 Punter
        4. Soccer
          1. 4 Offensive Players
          2. 4 Midfield Players
          3. 4 Defensive Players

    • Not by Position

        1. 15 players on each team

  8. All State Selection Process
    • The top ranked player from each DISTRICT shall be placed in consideration for the All STATE Team
    • The committee shall vote to determine the number one player in the STATE.
    • The number two player from that DISTRICT will now be elevated for consideration with the remaining top ranked players from the other schools.
    • The committee shall vote to determine the number two player in the STATE.
    • The next player from that DISTRICT will be elevated to be considered with the remaining player pool.
    • The committee shall vote to determine the number three player in the STATE.
    • The process shall continue in this manner until the All STATE Teams are complete.
    • The State Committee shall not add additional places to the All State Teams.
    • Honorable Mention teams are determined by the State Committee and not by the districts or schools.
    • The State Committee should not predetermine player rankings based on the order of team finish in the district. (ie. State champion receives first two places, runner up next two places, etc.)
  9. State Committee Chairman shall
    • Compile All State Rankings
    • Complete the TAPPS All State Form
    • Submit the TAPPS All State Form
      • Complete Form
      • Complete the Award Recap Form
  10. Statistics
    1. District Stats should be used for the All District Selection process
    2. Season Stats should be used for the All State Selection process
