Golf Rules

U.S.G.A. rules will apply except for local course rules which will be covered during the coaches’ meeting.  Failure to follow the rules shall result in disqualification.  Coaches should see that all players have U.S.G.A. Rule Book. Players must have successfully taken the TAPPS Rules Exam. In TAPPS District, Regional and State competition the double par rule shall be enforced. Players must tee off at each hole and play until double par is reached, then pick up when double par is recorded.

  1. TIES.
    • Individual.
      • Individual Ties will be broken for 1st and 10th place only.
      • Individual (singles) ties shall be determined by playing additional hole or holes until the tie is broken.
    • Teams.
      • Team Ties will be broken for 1st place only.
      • Team ties shall be broken by the score of the fifth player on the team.
      • If still tied, the five players on the team shall play an additional hole or holes until the tie is broken.
  2. FEES.
    • District/regional fees should not exceed the actual cost of the tournament (awards and  green fees)
    • State fees will be determined by TAPPS.
  3. RULES COMMITTEE. The State Tourna­ment Director shall appoint a committee of who will decide all rule inter­pretations.  These may be staff members from the host course, area PGA officials or PGA Apprentices or knowledgeable amateurs.
  4. COACHES MEETING.
    • There will be a meeting of all coaches at the host golf course.
    • This meeting is mandatory.
    • Coaches not attending the meeting may lose the privilege to coach players during the tournament.
  5. COURSE. The tournament will consist of 36 HOLES.
    • 18 holes will be played on Monday
    • 18 holes will be played on Tuesday
    • In the event of rain or other circumstance, the tournament may be shortened at the discretion of TAPPS and the TAPPS Golf Director.
  6. TIME AND ORDER OF STARTING.
    • The players shall start at the time and in the order arranged by the Tournament Director.
    • The penalty for breach of this rule is disqual­ification.
    • Tee times shall be assigned for both days of competition at the state meet.
    • A shotgun start may be implemented at the discretion of the TAPPS Golf Director.
    • Players with the lowest scores on day one shall be paired and shall play first. 
  7. CADDIES AND CARTS. Players may not use caddies or electric carts in the tournament.
  8. DRESS CODE. All participants are to wear appropriate clothing.
    • School uniforms w/school colors & logos are encouraged.   If not school color and logo, the uniform should not promote any other school or organization.
    • Standard golf shirts and golf shorts or slacks are to be worn at all times.
    • Participants must wear standard golf shoes (with or without cleats).
    • Specifically prohibited are: warm-ups, shorts without pockets, T-shirts, tank tops, and football, baseball, or soccer shoes.
    • The tournament director has the authority to determine whether or not clothing is appropriate.
    • TATTOOS MUST BE COVERED BY TAPE OR CLOTHING AT ALL TIMES.
  9. SPECTATORS, ETC.
    • Spectators, fans, and parents must
      • stay on or behind the golf cart path and at no time shall come no closer than 50 feet to the players.
      • If cart paths do not exist, spectators, etc., shall come no closer than 50 feet to the players.
    • VIOLATION OF THIS RULE BY SPECTATORS, FANS OR PARENTS, MAY RESULT IN PENALTIES, INCLUDING DISQUALIFICATION BY THE PLAYER BY THE TOURNAMENT DIRECTOR.
  10. FOOD, DRINK, UMBRELLAS, ETC. No food, drink, jackets, umbrellas, etc. may be provided to the golfer, by parents, fans, coaches, etc., once play has begun.  This is a violation and could result in disqualification.
  11. COACHING:
    • Coaches shall:
      • Complete the TAPPS Golf SCOPE Training
      • Notify the TAPPS Office of completion of SCOPE Training
      • Coaches not having completed the SCOPE Training shall not be allowed to coach players at the District, Regional, or State Tournament.
    • Coaches:
      1. Each school shall designate no more than one coach for the Boys team (entries) and one coach for the Girls team (entries)
      2. No other individuals should communicate with the players during tournament play.
    • Coaches shall be identified by wristband or badge. 
    • Coaches may
      1. coach their players,
      2. from the green to the next tee box, provided they do not slow play
        • After the last player in the group has holed out
        • Prior to the first player in the group teeing off 
      3. It is the coach’s responsibility to know and abide by this rule.
      4. VIOLATION OF THIS RULE MAY RESULT IN PENALTIES, INCLUDING DISQUALIFICATION OF THE PLAYER AND / OR REMOVAL OF THE COACH BY THE TOURNAMENT DIRECTOR.
  12. ELECTRONIC EQUIPMENT
    • Clarification of USGA Rule
    • No ELECTRONIC EQUIPMENT is to be allowed on the course during play.
      • Including but not limited to:
        1. Cell Phones
        2. MP3 Players
      • Exception – approved range finders
    • Penalties
      • First Violation
        1. Warning
        2. 2 Stroke Penalty
      • Subsequent Violation
        1. Student Disqualification from Round
        2. Public Reprimand for School
        3. Public Reprimand for Coach
  13. OF THE YEAR NOMINATIONS

Using the form located on the TAPPS web site, schools may nominate one person per category for the “Of The Year” awards.  See deadlines on calendar.
